An investigation by the Center for Public Integrity has found deep and expensive flaws in the Medicare Advantage program created by Congress in 2003 intended to help stabilize health care spending on the elderly. Instead, CPI finds, the plans have sharply drive up costs and opened the door to widespread allegations of over billing and fraud.
