Once upon a time, long before Apple and the FBI…one of America’s spy agencies asked a telephone company to cooperate on a classified project that involved unspecified surveillance of private customers.
The company was Qwest and the agency was the NSA–the National Security Agency. The phone companies have long cooperated with U.S. intelligence agencies on secret programs that earn billions of dollars in contracts. But this time was different. This time, then Qwest-CEO Joe Nacchio says, the government didn’t have the appropriate warrants or legal authority.
