I am not sure that we have a bad polling problem, beyond the fact there are too many pollsters.
As I see it there are 2 of the most basic propaganda techniques at play here and it is not an exact science. Sometimes the techniques backfire.
People love to jump on the bandwagon and vote for the winner and Americans often seem to support the underdog.
In 2016, I believe the Democrat pollsters along with the cohorts in the media portrayed Hillary as the candidate likely to win. I believe some Democrats and some “never Trumpers” stayed home as they believed their vote was not needed. The fear that Hillary might win brought out extra people to vote for Trump.
