The following is from the House Committee on Oversight and Accountability.
After an eight-month investigation, the US Department of Health and Human Services (HHS) has cut off all federal funding and formally debarred EcoHealth Alliance Inc. (EcoHealth) and its former president, Dr. Peter Daszak, for five years. This action follows the Select Subcommittee on the Coronavirus Pandemic’s investigation, which uncovered significant violations of federal grant requirements.
According to a new letter from HHS, “a period of debarment for Dr. Daszak is necessary to protect the Federal Government’s business interests.” The letter also confirmed that EcoHealth terminated Daszak’s employment effective January 6, 2024. Evidence from the investigation revealed that EcoHealth Alliance and Dr. Daszak facilitated gain-of-function research at the Wuhan Institute of Virology in China without proper oversight. They were also found to have willfully violated multiple requirements tied to their multimillion-dollar National Institutes of Health (NIH) grant.
“Today’s action to formally debar EcoHealth Alliance and Peter Daszak from receiving federal funds is a step in the right direction for accountability. EcoHealth Alliance and Peter Daszak’s actions—funding gain-of-function research in Wuhan and violating federal grant requirements—were reckless. For nearly a year, the Select Subcommittee on the Coronavirus Pandemic has been uncovering the facts about the origins of COVID-19, and we will continue to ensure transparency and accountability as we investigate the biggest cover-up in history.”
House Committee on Oversight Chairman James Comer (R-Kentucky)
“This marks an important step in our investigation into the origins of COVID-19 and holding accountable those who put global health and national security at risk. Dr. Daszak and EcoHealth Alliance were central players in supporting risky gain-of-function research at the Wuhan Institute of Virology, and HHS’s decision to debar them is well-founded. The Select Subcommittee will continue to work to bring the facts to light and ensure such misconduct is never repeated.”
The Select Subcommittee Chairman Brad Wenstrup (R-Ohio)

Re: Notice of Debarment of Dr. Peter Daszak
Dear Mr. Hurst,
In a May 21, 2024, Notice of Suspension and Proposed Debarment and subsequent amendments, the US Department of Health and Human Services (HHS) notified your client, Dr. Peter Daszak, of his suspension and proposed debarment from participating in federal procurement and nonprocurement programs. This decision relates to Dr. Daszak’s role as the former President and CEO of EcoHealth Alliance, Inc.
The suspension and proposed debarment actions were based on findings that Dr. Daszak lacks the present responsibility to participate in such programs. The Notices provided Dr. Daszak with opportunities to submit information and arguments opposing these actions. Responses and additional information were submitted on July 22, 2024, September 19, 2024, January 13, 2025, and January 15, 2025, for consideration by the HHS Suspension and Debarment Official (SDO).
After reviewing all information in the administrative record, I have determined that debarment is necessary to protect the Federal Government’s business interests. This decision is made under the Nonprocurement Common Rule at 2 C.F.R. § 180, adopted by HHS at 2 C.F.R. § 376.10.
Dr. Daszak’s debarment is for a period of five years, effective as of the date of this notice. The period of ineligibility during the suspension, effective May 21, 2024, will count toward the debarment period. Therefore, Dr. Daszak will remain ineligible through May 20, 2029.
The debarment applies to all covered transactions subject to the prohibitions of 2 C.F.R. § 180 and contracts under the Federal Acquisition Regulation (48 C.F.R. Chapter 1) throughout the executive branch, unless an exception is granted in writing by an agency head or authorized designee.
Sincerely,
[Name Redacted]
Suspension and Debarment Official
Deputy Assistant Secretary for Acquisitions
