(POLL) Trump 2028? 53% think he could win a third term

A new Rasmussen Reports poll finds that 35% of likely U.S. voters say they approve of repealing the 22nd Amendment, which limits the president to two terms in office, including 19% who say they strongly approve. Meanwhile, 59% say they oppose changing the Constitution to allow more than two terms, including 48% who say they strongly disapprove.

The 22nd Amendment was enacted after Franklin Delano Roosevelt won an unprecedented fourth term in the White House. Fifty-three (53%) percent of voters say they believe that if the amendment were repealed, Trump would likely be re-elected to a third term, including 32% who say they see it as very likely. Meanwhile, 35% say they do not think Trump could win a third term, including 19% who say it is not at all likely, while another 11% say they are unsure.

Among voters who say they strongly approve of repealing the 22nd Amendment, 88% say they believe it is likely that Trump could win a third term in 2028.

A majority of Republicans, 52%, say they approve of repealing the 22nd Amendment, but only 26% of Democrats and 29% of unaffiliated voters say the same. Seventy-one (71%) percent of Republicans, 39% of Democrats, and 50% of unaffiliated voters say they consider it likely that Trump would be re-elected if the 22nd Amendment were repealed.

Fifty percent (50%) of self-identified conservatives say they favor repealing the amendment, but majorities of both moderates, 54%, and liberals, 75%, say they strongly disapprove. Among voters who say they strongly approve of Trump’s job performance as president, 58% say they would approve of repealing the 22nd Amendment. Among those who voted for Kamala Harris last year, 73% say they strongly disapprove of repealing the amendment.

The survey of 1,233 likely U.S. voters was conducted on February 11-13, 2025, with a margin of error of ±3 percentage points.
