(GALLUP) Most Americans prefer birth sex on IDs, in sports

A new Gallup survey finds that most Americans continue to support policies that prioritize biological sex over gender identity—particularly when it comes to official identification and participation in sports.

According to the May 2025 Values and Beliefs poll, 69% of US adults say transgender athletes should only be allowed to play on teams that match their birth sex, and 66% say birth sex should be used on government-issued IDs like passports and driver’s licenses.

Americans' Views on Two Policies Involving Transgender People

These views are held overwhelmingly by Republicans, with nearly nine in 10 supporting both positions. Independents mirror national averages. Democrats are more divided—just 45% support transgender athletes playing on teams matching their gender identity, while 54% say gender identity, not birth sex, should be listed on IDs.

The gap is growing. Since 2021, support for transgender athletes competing by gender identity has dropped 10 points. Among Democrats, support for this has also fallen by 10 points. Only 23% of independents now support the idea—while Republican support remains consistently low.

The poll also reveals sharp partisan divides on morality and causes of gender identity:

  • 54% of Americans say changing one’s gender is morally wrong, compared to 40% who say it’s morally acceptable.
  • Among Republicans, 91% say it is morally wrong, while only 9% say it’s acceptable.
  • Democrats are the opposite: 71% say it’s morally acceptable, and 86% say gay or lesbian relationships are acceptable, compared to just 38% of Republicans.

When asked about the cause of transgender identity:

  • 50% say it is due to environmental or external factors (nurture),
  • 30% attribute it to innate biological traits (nature).
  • Republicans overwhelmingly believe it is not innate (76%), while 57% of Democrats say it is something a person is born with.

The Trump administration’s recent actions align with Republican sentiment, including banning federal recognition of gender identity, restricting transgender participation in sports, and limiting gender-related medical procedures for minors. One recent move involved threatening to withhold federal funds from California schools over a transgender athlete qualifying for a state track championship.

Americans may have grown more accepting of gay and lesbian issues over time, but Gallup finds that acceptance of transgender identity remains far more limited, with most Americans favoring traditional definitions based on biological sex.
