Subcommittee on Delivering on Government Efficiency (DOGE) Chairwoman Marjorie Taylor Greene (R-Ga.) today launched an investigation into Planned Parenthood’s misuse of federal funds for abortion and so-called “gender affirming care” procedures for minors. In a letter to Planned Parenthood President and CEO Alexis McGill Johnson, Subcommittee Chairwoman Greene requests information about Planned Parenthood’s financial statements, federal funding, and documents pertaining to its abortion and “gender affirming” medical and surgical interventions on children.
“Planned Parenthood is an abortion giant that harvests organs from babies and uses nearly all of its resources to kill babies, not provide real healthcare. Despite receiving billions in taxpayer dollars, they offer almost no prenatal care, push late-term abortions, and even supply aborted babies for grotesque experiments. As a Christian, I believe every life is a gift from God, and I believe it’s time Congress holds them accountable and stops the flow of federal funds to this evil and barbaric organization,” said Subcommittee Chairwoman Greene.
Despite receiving 39 percent of its annual revenue from federal funds intended for essential health services, such as cancer screenings and wellness exams, Planned Parenthood is increasingly using its resources to offer abortions to its patients. In FY 2023, Planned Parenthood provided fewer health care services and performed more abortions than in previous years. The latest Planned Parenthood annual report shows that it performed more than 400,000 abortions—an increase of 23 percent over the last 10 years. Compared to a decade ago, Planned Parenthood provided 63 percent fewer prenatal services and 38 percent fewer contraceptive services.
Additionally, Planned Parenthood provides “gender affirming care,” including cross-sex hormones, puberty blockers, and surgical referrals, with allegedly little to no medical or psychological evaluation. In FY 2022, Planned Parenthood reported that 45 affiliate health centers provided “gender-affirming” hormones. The exact number of these services is not disclosed in public reports. Planned Parenthood’s official policy varies by state, but some health centers reportedly provide cross-sex hormones to minors as young as 16 years old with parental consent.

As a recipient of nearly $800 million in federal funds in fiscal year (FY) 2023 and the second largest provider of gender hormone therapies in the United States, the Subcommittee is concerned that Planned Parenthood may be commingling federal funds and using them for unpermitted purposes. It is imperative that federal funds provided to Planned Parenthood via Title X of the Public Health Service Act (Title X), Medicaid, and the Children’s Health Insurance Program (CHIP) are administered in compliance with applicable laws and regulations. Therefore, the Subcommittee seeks documents and information from Planned Parenthood about its delivery of these services and stewardship of taxpayer funds.
In FY 2023, Planned Parenthood provided fewer health care services and performed more abortions than years prior. The latest Planned Parenthood annual report shows that it performed more than 400,000 abortions, an increase of 23 percent over the last 10 years. More than 96 percent of pregnant women who sought care at Planned Parenthood received an abortion, while prenatal services, miscarriage care, and adoption referrals collectively accounted for approximately three percent of services. Compared to a decade ago, Planned Parenthood provided 63 percent fewer prenatal services and 38 percent fewer contraceptive services.
Despite receiving 39 percent of its annual revenue from federal funds intended for essential health services, such as cancer screenings and wellness exams, Planned Parenthood is increasingly using its resources to offer abortions to its patients.
Disturbingly, Planned Parenthood abortion centers across the country continue the practice of late-term abortions on healthy babies and mothers, and to participate in supplying “preemie” aborted babies for organ harvesting experiments with government research funding. Planned Parenthood clinics have begun openly advertising late-term abortions into the seventh month of pregnancy. In the past five years, Congress has learned of barbaric experiments conducted at the University of Pittsburgh (Pitt) on late-term babies aborted by Planned Parenthood providers. These experiments included stitching the scalps of five months gestation aborted babies onto lab rats and harvesting kidneys from six months gestation aborted babies. Alarmingly, it is alleged that Pitt researchers used labor induction methods in abortion procedures to keep blood flowing to babies as long as possible to preserve their organs for research purposes.
Furthermore, documents recently disclosed through public records requests show Planned Parenthood’s contract with University of California San Diego (UCSD) for an ongoing supply of so-called “proprietary” aborted fetuses in exchange for the “valuable consideration” of owning intellectual property developed from experimenting on them. Under federal law, it is unlawful for “any person to knowingly acquire, receive, or otherwise transfer any human fetal tissue for valuable consideration.” UCSD records describe the aborted babies as being up to 23 weeks gestation, “viable,” and “nonanomalous.”
Planned Parenthood’s informed consent practices are concerning. In documentation obtained from a San Diego clinic, Planned Parenthood appears to use racial targeting in patient consent forms for fetal tissue donation. The English-language consent forms for fetal tissue donation disclose possible “commercial value” in the aborted fetuses, whereas the Spanish-language consent forms do not disclose this.
Additionally, Planned Parenthood provides gender affirming care, including cross-sex hormones, puberty blockers, and surgical referrals, with allegedly little to no medical or psychological evaluation. In FY 2022, Planned Parenthood reported 45 affiliate health centers provided gender-affirming hormone therapy; however, the exact number of gender transition services performed is not disclosed in public reports. Planned Parenthood reports this data as “other procedures,” which includes pediatric care and infertility services, camouflaging the true number of transgender services provided. Planned Parenthood’s official policy varies by state, but some Planned Parenthood health centers will provide cross-sex hormones to minors as young as 16 years old with parental consent.
A recent investigation by an undercover reporter alleges that Planned Parenthood is not consistently adhering to its own parental consent policies. In a recorded phone call by an individual who identified herself as a sixteen-year-old girl seeking masculinizing hormone therapy, a Planned Parenthood employee implied that the reporter could receive cross-sex hormones without her parents’ knowledge. When the reporter asked if her mother had to be present for the whole appointment, a Planned Parenthood employee responded, “at some point in the appointment maybe she doesn’t have to be in the examining room with you.” Furthermore, multiple Planned Parenthood employees pressured the reporter to schedule virtual, same-day appointments, in which the reporter could be prescribed medication to be filled within a day. Due to the known harms of puberty blockers, cross-sex hormones, and gender affirming surgical procedures on children it is troubling that Planned Parenthood is eagerly providing gender affirming care to minors with minimal medical supervision, possibly with the backing of federal funds.
To assist the Subcommittee’s oversight of this matter, we request the following information, covering the time period January 1, 2020 to present, as soon as possible but no later than June 27, 2025:
- All of Planned Parenthood’s non-public financial statements and annual reports, including but not limited to Internal Revenue Service Form 990, Return of Organization Exempt from Income Tax;
- A list of all independent affiliate health centers supported by Planned Parenthood, including but not limited to Planned Parenthood Global and Virtual Health Centers providing telehealth services;
- All Planned Parenthood policies and procedures for complying with state laws regarding age limits for gender affirming care and parental consent;
- All informed consent documentation provided to patients receiving abortion and gender affirming care services at Planned Parenthood and/or its affiliate health centers;
- All contracts and consent forms associated with the provision or collection of aborted fetal tissue for any research or experimental purpose at Planned Parenthood and/or its affiliate health centers;
- All Planned Parenthood policies, procedures, or guidelines for:
a. collection or supply of aborted fetal tissue,
b. compliance with the federal Partial-Birth Abortion Ban Act, and
c. compliance with the federal Born-Alive Infants Protection Act; - All Planned Parenthood policies, procedures, or guidelines for abortions performed on viable or periviable fetuses; and
- All Planned Parenthood Research or Medical Services department records concerning the collection (for any research or experimental purposes) or donation of any aborted fetal tissue.
In addition to this information, please provide a staff-level briefing on this matter no later than June 20, 2025. Briefers should be prepared to answer the following questions:
- What is the cumulative funding amount that Planned Parenthood received from federal government sources, including but not limited to Title X health care services, since January 1, 2020? Please identify how much was received from each program(s), grant(s), or other source of federal funds.
- What is the cumulative and annual funding amount that Planned Parenthood received from the Medicaid and CHIP programs, by state since January 1, 2020?
- What is the cumulative and annual revenue Planned Parenthood generated from gender affirming care services since January 1, 2020?
- How many gender affirming care services were provided to minors by Planned Parenthood, its affiliate health centers, and/or referred to outside providers since January 1, 2020? Please specify by patient age, type of care, location, and year.
- Which Planned Parenthood entities provide or collect aborted fetal tissue for research or experimental purposes (unrelated to treatment or diagnosis of the patient receiving an abortion)? Please specify by entity name and location.
- What is the cumulative amount since January 1, 2020, of any payments or in-kind services any Planned Parenthood entity has received from universities, laboratories, or other entities, for aborted pregnancy tissue made available by Planned Parenthood abortion providers?
- What is the total number of abortions Planned Parenthood has performed at or after 16 weeks gestation since January 1, 2020?
- How does Planned Parenthood develop and implement policies for abortions that could result in the live birth of a healthy infant and the care of such an infant?
