A new Gallup poll finds that just 15% of Americans say they approve of the job Congress is doing, as the federal government shutdown stretches into its third week. That marks an 11-point drop from last month, while nearly 80% now say they disapprove.

The decline is driven largely by Republicans, whose approval fell 21 points. Independents’ ratings also dropped, down nine points. Democrats already gave Congress low marks, with just 7% approval last month—now only 5% say they approve.

President Trump’s approval remains steady. Forty-one percent say they approve of his performance, while 54% disapprove. His current rating is slightly above his third-quarter average of 40.3%, measured from July 20 to Oct. 19.

Republicans continue to back Trump strongly, with 91% saying they approve. That compares to 33% of independents and just 6% of Democrats.

The stable numbers suggest that voters may be weighing recent events differently—Trump’s role in brokering a ceasefire in the Israel-Hamas conflict may be balancing out the political fallout from the shutdown.

Gallup notes that Trump’s third-quarter approval is lower than most modern presidents at this point in their terms. Among first-term presidents, only Bill Clinton rated lower. And among those elected to second terms, only Richard Nixon polled worse. George W. Bush and Barack Obama also had sub-50% ratings in their third quarters, while Reagan, Clinton, and Eisenhower all held majority approval at the same stage.

As frustration over the spending standoff grows, voters across the political spectrum express disapproval of Congress. But Trump continues to hold firm support from Republicans as he backs House Speaker Mike Johnson’s shutdown approach and leads high-level diplomacy in the Middle East.
