As the government shutdown enters its second month, Congress is facing growing backlash from voters.
The latest Rasmussen Reports national survey finds that just 20% of likely voters rate Congress as doing a good or excellent job. That marks a steep drop from 34% in July. Meanwhile, 58% say Congress is doing a poor job, a significant increase over the summer.
The shutdown began October 1 after a Democrat filibuster in the Senate blocked a funding bill, and it’s already the longest in history. Sixty-one percent of voters say the shutdown has affected their personal lives. More than a quarter, 27%, say the impact has been major, while 35% say they haven’t felt any personal effect at all.
Among those who say the shutdown has had a major impact, 66% give Congress a poor rating.
Partisan divisions remain, but frustration crosses party lines. Thirty-two percent of Republicans say they give Congress positive marks, compared to just 19% of Democrats and only 9% of unaffiliated voters. On the flip side, 66% of Democrats, 41% of Republicans and 65% of unaffiliated voters say they rate Congress as doing a poor job.
When it comes to how the shutdown is affecting people personally, 44% of Republicans say they haven’t felt any impact. That’s true for 27% of Democrats and 34% of unaffiliated voters. Roughly a third across all groups say they’ve experienced only a minor impact. Among Democrats, 33% say the shutdown has had a major impact, compared to 22% of Republicans and 25% of unaffiliated voters.
Ideological divides are also clear. Thirty-five percent of conservative voters say they give Congress a good or excellent rating. Just 10% of moderates and 9% of liberals say the same. Nearly half of conservatives, 49%, say the shutdown hasn’t affected their personal lives. That number drops to 30% for moderates and 18% for liberals.
The survey of 1,157 likely voters was conducted October 28 through 30, 2025. The margin of error is plus or minus three percentage points.
