Mega shelter in Tijuana receives 12,000 deported Mexican migrants in 2025

A government-run shelter in Tijuana has received 12,000 deported Mexican migrants through the end of November, according to María José Juárez Becerra, director of Baja California’s Migrant Affairs Office.

The shelter was established to accommodate deported Mexicans who violated visa terms, were arrested during ICE operations, or were detained during the asylum process. Others are returning by choice.

“And we’re seeing cases where people are voluntarily returning to Mexico like a tourist would normally come back,” said Juárez Becerra. “We’re also seeing men being deported who have families remain in the United States, and we’ve seen entire families who decided to come back together.”

She added that despite political rhetoric about mass deportations, “The number of actual deportations this year is lower than it was under President Biden in 2024.”

Mexico’s Institute of Migration reported that Tijuana saw 37,509 deportations last year—more than triple the current number in 2025. This drop has helped the shelter better manage arrivals.

“This has allowed us to better serve those who have come into the shelter, provide them with the services and attention they deserve,” said Juárez Becerra.

Most of the migrants are from Guerrero, Michoacán, the state of México, Oaxaca, and Chiapas. Many fled cartel violence, domestic abuse, or sought to reunite with family in the US.

“They all share stories of why they fled their homes, whether it was domestic violence, recruitment and threats by cartels, or a yearning to join families in the United States, motives that didn’t work out.”

Although the facility can house up to 2,600 people daily, it’s currently operating at just 30% to 35% capacity.

“Even though the numbers may not be high at the facility, it does not mean immigration has stopped, people are still venturing into the U.S.”

  1. The media keeps touting that more were deported during Biden’s last year. Well, if you allow 1,000,000 in and deport 37,000 that’s a net influx of 963,000 into the country. In Trumps year maybe 10,000 got in, and 12,000 left. Hence a net -2,000. The numbers I used are for the example, I don’t know the true numbers. So the actual metric they need to use is the net change into the USA.
