The Secretive American Red Cross

According to ProPublica in a July 2014 article: "Just how badly does the American Red Cross want to keep secret how it raised and spent over $300 million after Hurricane Sandy? The charity has hired a fancy law firm to fight a public request we filed with New York state, arguing that information about its Sandy activities is a 'trade secret'...As we've reported, the Red Cross releases few details about how it spends money after big disasters. That makes it difficult to figure out whether donor dollars are well spent. The Red Cross did give some information about Sandy spending to New York Attorney General Eric Schneiderman, who had been investigating the charity. But the Red Cross declined our request to disclose the details."

I've fought my own battles with the American Red Cross and other charities. With the help of dedicated insiders, without whom I couldn't have seen certain documents or had access to certain information, I exposed problems with the Red Cross' management of the blood supply and its handling of 9/11 funds meant for recovery from the terrorist disaster (but too often squandered on waste, fraud and abuse, according to the charity's own internal audits).

On May 12, 2010 I reported for CBS News on how 5 major nonprofits, including the American Red Cross, had spent funds intended for Haiti earthquake victims four months after the disaster. I noted that enough aid had been raised to give each displaced family a check for $37,000 but thousands of Haitians were still going hungry and living under flimsy shelters. I learned that, to a large degree, the charities can't tell anyone with specificity where exactly all the money goes. They can give general figures such as, 'we've given out 10,000 meals' or 'we've distributed 10,000 bottles of water,' but I wondered why there wasn't a spreadsheet that explains how many bottles or meals were shipped to which refugee camp and when. It seems pretty basic. After all, somebody has to know. A lot of the funds that donors intended for "emergency relief" were, in fact, still sitting in funds unspent. Some charity officials privately acknowledged that many charities receiving a giant influx of donations in the wake of a giant disaster are ill-equipped to produce long term recovery programs. They sometimes find themselves frantically trying to figure out how to spend all the money in a responsible way that serves the mission.

With prodding, the Red Cross provided some general figures for my Haiti report. But the Clinton Bush Fund and the Clinton Foundation refused to respond at all to questions about how they had spent donations for the Haiti earthquake. What's the big secret? We are left to wonder.

Also in 2010, I reported on "Feed the Children" and--when I sent our producer and camera to visit their operation on the ground in Haiti--we discovered that their relief efforts were nothing like what the charity had advertised. And many insiders stepped forward to expose serious allegations about Feed the Children on several fronts. Like the Red Cross with ProPublica, Feed the Children responded with a high-priced law firm. The Red Cross assured ProPublica that the lawyers aren't paid for with Sandy donor funds. (There's other money for that.)

An FBI Fractured Fairytale

[dropcap]Once[/dropcap] upon a time, the FBI said some thugs planned to rob a bank in town. Thugs are always looking to rob banks. They try all the time. But at this particular time, the FBI was hyper-focused on potential bank robberies in this particular town.

The best way to prevent the robbery — which is the goal, after all — would be for the FBI to alert all the banks in town. “Be on high alert for suspicious activity,” the FBI could tell the banks. “Report anything suspicious to us. We don’t want you to get robbed.” (continued)

Eight signs pointing to a counterintelligence operation deployed against the Trump campaign

It may be true that President Trump illegally conspired with Russia and was so good at covering it up he’s managed to outwit our best intel and media minds who've searched for irrefutable evidence for two years. (We still await Special Counsel Robert Mueller’s findings.)

The "Sensitive Matter Team"

[dropcap]N[/dropcap]ewly-examined emails among high-ranking U.S. intel officials at the time—including then-Director James Comey and his chief of staff James Rybicki—reference a “sensitive matter team.”

Based on the context of the emails, the “sensitive matter” appears to be the Trump-Russia narrative, and political opposition research funded by the Hillary Clinton campaign and the Democratic National Committee. The research— known as the “Steele dossier”— was peddled to the press and secretly used, in part, to justify controversial FBI wiretaps against at least one Trump associate.

The emails were first obtained by the Justice Department Inspector General and recently turned over to the Senate Homeland Security Committee. Committee Chairman Ron Johnson (R-Wisconsin) wrote a letter to FBI Director Christopher Wray Monday asking for the identity of all members of the “sensitive matter team.”

According to Sen. Johnson’s letter, Comey chief of staff Rybicki emailed unidentified recipients on the morning of Jan. 6, 2017 stating, “[Director Comey] is coming to HQ briefly now for an update on the sensitive matter team.”

Later in the day, Comey briefed President-elect Trump on a few of the salacious, unverified allegations in the Steele dossier. The next day, Comey reported on his briefing in an email to FBI Deputy Director Andrew McCabe, FBI General Counsel James Baker and Chief of Staff Rybicki. (All four men have since resigned or been fired from the FBI.)

“I said there was something [Director of National Intelligence James] Clapper wanted me to speak to [President Elect Trump] about alone or in a very small group,” Comey wrote in the email. “I then executed the session exactly as I had planned…I said media like CNN had them and were looking for a news hook.” (Clapper now works as a CNN contributor.)

“Flood is Coming”

A day later, Jan. 8, FBI Deputy Director McCabe emailed Comey and Rybicki with the subject title: “Flood is coming.”

“CNN is close to going forward with the sensitive story,” McCabe wrote. “The trigger for them is they know the material was discussed in the [presidential] brief and presented in an attachment.”

Also included on that email were FBI associate deputy director David Bowdich and FBI assistant director for public affairs Michael Kortan. (Bowdich was recently appointed FBI Deputy Director. Kortan retired in February and had also served as an aide to Special Counsel Robert Mueller, who’s investigating alleged Trump-Russia collusion.)

Within an hour of the “Flood is coming” email, McCabe emailed then-Deputy General Sally Yates and her top aide, Principal Deputy Attorney General Matthew Axelrod, with the subject title “News.” (Yates has since been fired and Axelrod resigned.)

“Just an FYI, and as expected, it seems CNN is close to running a story about the sensitive reporting.”

On Jan. 10, CNN published a story headlined, “Intel chiefs presented Trump with claims of Russian efforts to compromise him.” The same day, BuzzFeed News published the contents of the “Steele dossier.”

Sen. Johnson’s letter to FBI Director Wray about all of this also asks for details about President-elect Trump’s briefing and communications between Comey and Clapper.

Clapper reportedly told Congress he never discussed the Steele dossier or any other intelligence related to Russia election interference with journalists. [Note added May 22 10:40p ET]: There are conflicting reports as to whether Clapper subsequently acknowledged discussing the dossier with CNN's Jake Tapper or other journalists. [hr]
